Substantial weight gain, need entirely new wardrobe, no idea where to begin

Where do I even start?

I have almost no clothes that fit me after having gained a significant amount of weight and I have no idea where to even start looking for stuff.

I am a student, and don't really have expendable money for clothes, but with it getting colder I'm going to need some soon. I don't really have a defined style, and it feels like every time I go out and buy a useable amount of clothes, I gain 20 lbs and can't fit into to them anymore.

I'm having health issues, which is the main reason for the weight gain, and it's taking a major toll on my self-esteem. At last measure I was 126lbs and had a 35 inch waist. I was 85lbs and had a 24 inch waist before this started. I have no idea how to dress without looking pregnant.

I have a few dresses (like maybe 5 or 6 and none are dresses that I can get away with wearing all the time) that fit but I can't really wear them to school, due to the classes I'm taking.

My mom will pick me out a few things at a time, but they are not really cohesive, and often not really my style, but I keep them because otherwise I would have nothing to wear, and well, free clothes.
Jeans are uncomfortable, since the pant size my hips are is smaller than what my waist would be, and most of the leggings I own are thin, and old with holes in them, or nicer, but patterned and don't go with the few shirts I own that I can wear.

I end up wearing gym shorts and tee-shirts most of the time despite having never liked that look.

For reference, I am 21, 5'4", 126lbs, and roughly 33inch bust, 35 inch waist, and maybe 37 inch hips. Prior to this I was 85lbs, about 30-31 inch bust, 24-25 inch waist, and no idea on the hips, I'd guess 32-34 inches.
